Between February and September 2016, the Kota Kita Foundation documented participatory budgeting practices in six districts and cities in Indonesia, including Yogyakarta, Makassar, Surabaya, Bandung and Municipality of Kebumen.

The research observed and documented the experiences of participatory budgeting, and evaluated its constraints and prospects. The resulting recommendations advocate for more transparent, inclusive and effective models of participatory budgeting.


Kota Kita Foundation and Making All Voices Count are working together to encourage stronger advocacy efforts and strengthen then discourse of participatory budgeting in Indonesia. In November, they will be holding a national workshop entitled: Revitalizing the Musrenbang for Inclusive and Transparent Participatory Budgeting in Indonesian Cities.

The workshop - which will bring together particpants including local and national government, NGOs, universities and donors - will present the results of several pieces of research on practices and experiences of participatory budgeting in Indonesian cities, and share and discuss recommendations.

It aims to build a consolidated space for strengthening local and national advocacy platforms towards more accountable, inclusive and participatory budgeting.
